This error indicates that a UDP packet was received while a PXE UDP connection was open, but the packet was discarded because the PXE NBP was in the middle of an API call other than PXENV_UDP_READ.  This generally indicates a bug in the PXE NBP.  Please [[:contact]] the iPXE developers.
